刚刚过去的2023年，是365体育平台深入贯彻党的二十大精神和习近平总书记对江苏工作重要讲话重要指示精神，全面推进中国式现代化南通新实践的一年；是守正创新、毅行致远，实施科技创新“五大行动”，打造具有全国影响力和长三角引领性的区域产业科技创新中心的一年。
刚刚过去的2023年，365体育平台大力实施工业立市、制造强市战略，地区生产总值达到1.18万亿元，稳中求进、以进促稳、先立后破的根基更加坚实，传统产业焕新、新兴产业壮大、未来产业培育的势头更加强劲。365体育平台大力实施科教兴市、人才强市战略，设立“南通人才日”，推出“新科创30条”“人才新政4.0”，让各类创新主体真正享受“真金白银”的优惠。
刚刚过去的2023年，促进和保护外商投资、科技创新促进、引进外国人才便利等利好政策陆续出台，外国人来通工作许可、停居留许可审批的营商环境进一步优化，外国人才承担科技计划项目的积极性、主动性、创造性进一步激发，外国专家在通工作满意度、生活便利度和环境友好度进一步提升，365体育平台连续三年入选科技部“魅力中国—外籍人才眼中最具吸引力的中国城市”候选城市。
刚刚过去的2023年，全市持证外国专家突破1500人，新引进外籍人才总量突破600人，多名海外归国人才获颁“五星卡”（外国人永久居留身份证）。一大批优秀的外国专家围绕关键技术突破、科技交流合作、高端人才培养等，凝聚智慧和力量、付出心血和汗水。南通的发展，无论过去、现在还是将来，都离不开你们的支持、参与和奉献。
外国专家是友谊的使者，是合作的桥梁，是联系的纽带。2024年，我们将以更加开放的思维和举措服务创新、助力创业、鼓励创造，让各类人才“引得来、待得住、用得好、分得清、流得动”，全力打造市场化、法治化、国际化一流营商环境。

Spring Festival Greetings to Foreign Experts in Nantong

Dear foreign experts and international friends,
The Jade Rabbit sang farewell to the old year, and the Golden Dragon danced to welcome the Spring Festival. The Chinese Lunar New year is coming. We would like to extend sincere New Year’s greetings to foreign experts, international friends, family member friends who work hard in various fields in the city.
The year 2023 just passed was a year for our city to thoroughly implement the spirit of the 20th CPC National Congress and the spirit of the important speech on the work of Jiangsu of General secretary Xi, and comprehensively promote the new practice of Chinese-style modernization in Nantong. It is a year to implement the "five major actions" of scientific and technological innovation and to build a regional industrial scientific and technological innovation center with national influence and leadership in the Yangtze River Delta.
In the past 2023, our city vigorously implemented the strategy of establishing an industrial and manufacturing city, and the regional GDP reached 1.18 trillion Yuan. The foundation of seeking progress in stability, promoting stability by advancing, establishing first and then breaking is more solid. The momentum of traditional industries rejuvenating, emerging industries growing, and future industry cultivation is even stronger. Our city has vigorously implemented the strategy of invigorating the city through science and education and strengthening the city with talents, set up "Nantong Talent Day" and launched "30 articles of New Science and Technology" and "New deal of talents 4.0", so that all kinds of innovative subjects can really enjoy the preferential treatment of "real money and silver".
In the past 2023, favorable policies such as the promotion and protection of foreign investment, the promotion of scientific and technological innovation, and the convenience of introducing foreign talents have been introduced one after another, and the business environment for foreigners to apply for work permits and residence permits has been further optimized. It is only when foreigners undertake the enthusiasm, initiative and creativity of science and technology projects that they are further stimulated and foreign experts are further enhanced in job satisfaction, life convenience and environmental friendliness. Our city has been selected as the candidate city of "charming China-the most attractive Chinese city in the eyes of foreign talents" by the Ministry of Science and Technology for three years in a row.
In the past 2023, the number of licensed foreign experts in the city exceeded 1500, the total number of newly introduced foreign talents exceeded 600, and a number of overseas returnees were awarded Foreigner's permanent residence ID card. A large number of outstanding foreign experts gather wisdom and strength work hard and sweat around key technological breakthroughs, scientific and technological exchanges and cooperation, and the training of high-end talents. The development of Nantong, no matter in the past, now or in the future, is inseparable from your support, participation and dedication.
Foreign experts are messengers of friendship, bridges of cooperation and ties of ties. In 2024, we will use more open thinking and measures to serve innovation, promote entrepreneurship and encourage creativity, so that all kinds of talents can be "attracted, well used, differentiated and mobile".
